Cut ankle length, with the intention that the wearer can size up, or down - to achieve their desired fit

For an ankle length / above the shoe length that fits correctly at the waist — take your true size

For a longer leg that breaks over your shoe and is oversized at the waist and hangs low / around the hips — take a full size up [or two, if you so desire]
